Stephen Arbo has served as the City Manager for the City of Lee’s Summit since September 2008 and prior to that he served as the Interim City Manager in 2007 and was the Deputy City Manager for Lee’s Summit from 2001-2007.
Prior to Lee’s Summit, he was the City Manager of Liberty, MO and several smaller suburbs in west St. Louis County, MO.
Stephen has a Bachelor of Arts from William Jewell College, Liberty, MO and a Masters in Public Administration, from the Stene Urban Management Program, University of Kansas, and Lawrence. In 2011, Stephen received the Public Administrator of the Year – Local: Mid-Size City Award from the Greater Kansas City Chapter of ASPA. He has served as the past President of the Missouri City Manager’s Association and is active in International City/County Managers Association (ICMA). He was also recognized for 25 years of significant contributions and achievements in the advancement of local government administration at the 2011 ICMA Annual Conference. To add to his achievement, he was most recently named the 2011 Downtown Champion by Downtown Lee’s Summit Main Street. During his tenure at Lee’s Summit, the community has seen substantial growth in both the residential and commercial sectors. Stephen has been privileged to be one of the staff team leaders helping the City during this growth period and preparing the organization for future challenges.
